QUINN NOW IN MIKE'S CORNER

City Council Speaker Christine Quinn yesterday did an about-face, embracing legislation to extend term limits for city officials and all but endorsing Mayor Bloomberg for a third term, citing the tumultuous economy.

"I have decided to change my position because I believe the opportunity, the potential of consistent leadership by this council and this mayor, would be in the best interests of the city," Quinn said, citing the "global economic crisis."

When Quinn addressed the issue in December, she adamantly opposed extending term limits through legislation.

Quinn, who has said she will run for re-election next year, acknowledged the difficulty in passing legislation to give city officials a third term, since voters twice chose a two-term limit, in 1993 and 1996.

Backers of term limits criticized Quinn.

"Chris has decided to turn her back on the voters of New York City," said city Comptroller Bill Thompson, who plans to run for mayor .
