BROWNSVILLE, Texas - Hurricane Dolly slammed into the South Texas coast yesterday with punishing rain and winds of 100 mph that blew a 17-year-old boy off a seventh-story balcony on South Padre Island. He broke his hip.

Dolly, the second hurricane of the season, dropped up to 12 inches of rain in the first few hours after coming ashore. It ripped off roofs and left thousands without power.
